2678 Procurement auction website

I need a designer/programmer to build me a reverse auction (aka procurement auction / tendering) website targetted at mainly the B2B audience. What I am aiming to do here is to get the buyer raise a RFQ (Request for Quatation) and get multiple suppliers to respond to RFQ through bids. It is very similar to how SL and other Freelancer website. Firstly, I would like the website to be categorised under two main category, a) tendering for products b) tendering for services. Within the two categories, there should be subcategories. Again, I am not going into the details how they should be categorised, with your expertise experience, I think you would already have some template categorised accordingly. A simple / basic fulltext search facility will be required. I would like buyers to fill in a RFQ and be given two options, a) To keep the RFQ opened indefinitely until he choose to close them (Higher charge to reveal the identity of the supplier) b) To specify the duration he wants the RFQ to be kept open (Lower charge to reveal the identity of the supplier) (Again, very similar to SL extending the deadline) Information which the buyers could directly contact the supplier should be hidden away. Ratings, country of origin, language spoken and the bid price will be revealed. When the buyer decide to close the RFQ or the RFQ has expired automatically, the RFQ should be taken off the system from the view of the suppliers. Buyer could either pay to view the particulars of all the suppliers (paying more involve less risk) or he could choose a single supplier and have the supplier detail revealed to him (paying less but carry some risk he may not want this supplier in this case, he will have to pay again for the information of the next supplier). Upon successful payment through major online credit card transaction facility to my company, the information of the supplier will be revealed to the buyer. In situation where buyer is not very clear in his specification, suppliers can raise queries before he place his bid. Registration for buyer is free, raising RFQ will be free as well, buyer will only pay for the details of the supplier. There will be a one-off charge for the registration of a supplier. User entered details during registration to be verified [i.e. Email address]. No charges for supplier bidding on bids (Please allow future charges in your design). Allow rating system for both supplier and buyer. Additional tick box for buyer to confirm the details of the first time supplier given is correct [i.e. Telephone number, Address, etc]. User profile management, forgotten password, change password, etc. Please provide wordings for FAQ, Terms and Conditions, Privacy statement, Disclaimer, etc. I am sure it would be easy for you since you would have possibly work on similar project in the past. Please also take into consideration of future maintenance of the website. Last of all, please avoid using illegal or stolen code, the last thing I want is some lawyers knocking on my door. I have found some ready made template on the website that may require a bit of tweaking to get it to work to my spec. Summary of work involved: a) Graphics make up of the website (Preferably CSS driven to speed up loading time). Would be business orientated, hence I require no flashy blinking graphics or pop up. b) A company logo as my company trademark. c) The engine that drive the site, preferably built on PHP and MySQL. If it can be done more easily in other languages, please state your choice of language and reason. d) Backend Admin support and admin webpage, i.e. clear closed RFQ after 30days, alter charges detail and bank details, invoices, logs, etc. d) Your guidance on domain name registration, web hosting company to use and will require you to upload your work onto the web and get it running. Should be easy enough. I will foot the bills on registration and hosting fee. e) A copy of your work to be zipped up either send to be electronically or CD in the post once completed. f) A brief documentation in order to help me and other webdesigner to maintain or add/change certain aspect of the web in the future. I am not expecting a big departure from dozens of those ready made template available on the web, and hence may not have allocated large amount on this project. Please advise me if I have been shortsighted in this aspect. I am not a stingy webmaster expecting a lot for very little sum of money. Advise me accordingly and keep me update throughout the projects, I am sure we would work more happily. Like most of other webmasters, I hate surprises. Hence, it would be advisable to set up a demo site in the progress of the development would be an ideal thing to do. Please specify your preferred payment term. I was bitten once with programmer who demand 50% of the payment prior to starting the project. But disappeared without a trace two weeks later.
