I need an application that can create documents for court filings from informaiton entered by the user, which can be viewed and picked up by other users. I would like to have the ability to generate documents that can be sent electronically to other attorneys and courts. I would like the app to be accessible over the web, but I will consider a terminal server/portal solution as well. App should have the following features: - Security and password feature - Forms for data collection - Database storage (SQL preferred) - Generate tables with status of files - Record the disposition of generated forms - Ability to upload images of files (PDF) - Ability to export status logs - Multi-user Would like the app live by Sept 7, 05. Essentially, this app will allow our clients to initiate a case filing by visiting the site and completing a "intake" sheet. They would also upload images (pdf/tif??) of the original documents. The info on the intake sheet, along with the uploaded docs will be used to create a document pack for the person(s) who will be assigned to service the file. Once the doc pack is complete, an e-mail should alert the client that the file is being processed - and it should record this information in a status log. One of our workers will assign someone to service the file and will forward the doc pack to the servicer (via email or a download?)This information should also be recorded into the status log for later viewing. The servicer will receive the file and process it on their end and record the progress on the the system in the status/log file. The client and administrators should be able to review the status of a files at any point in the process to know how the file is progressing. An optional feature would be to provide some way for images of processed files to be uploaded back to the system to later retrieval storage. I don't have the exact number of forms yet - I expect about 6-8. I expect a max number of users to be 10 simultaneous.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

Just to clarify, this bid is to develop the entire application. We have a website where we would place a link to your application - but your app will stand alone and be housed on separate servers.
I do not have any graphic design for the site, so that will be left up to you.
Please factor this into your bid.
