Add upgrades to a template Directory wordpress site

I am looking at buying the below template website for $64.00 and want to know est costs for upgrades I will need for my completed website. Please ask questions if you have them. We will make it mandatory for any reviews that we can verify the client is REAL (collect their phone number and email) and the person making a review about one of our paid directory clients actually originally found or purchased the product THROUGH our Directory Business in the first place - more info below 2. Reviews from consumers on the website can only be added if they actually went through our website to make contact with the Directory member and we need to create a simple method for the consumer and the directory business to agree that they are going to use eachothers services - so we can track these in the future to allow the review to occur...THIS REVIEW MUST GO TO THE PAID DIRECTORY BUSINES MEMBER TO APPROVE, OR HAVE THE CHANCE TO REPLY AND HELP THE CLIENT BEFORE THE END REVIEW IS SUBMITTED (ADMIN CAN OVERRIDE) This will help filter out bad reveiws which could hurt our companies who are paid clients (and fake reviews), and gives them a chance to rectify the issue before we approve the review. 3. Add a feature where the consumer can click different Directory businesses on our Directory site and save these favorites, and then at the end of this be able to submit a simple contact request for a quote from all 5 unique paid advertising companies that are on our site? IN the future, this will get more advanced but for now it can be a simple email from our system to our paid directory members, of the clients contact details and requested info needed. 4. The Directory client will get the above request for a quote direct to their email inbox (in the future we would want them to log in to our website and state if they were winner or not) 5.
