Build a drupal theme from provided Designs on bootstrap

We have a Drupal 7 site we're building for a client with a Bootstrap theme (child theme) leveraging Display Suite. We're going the CDN Bootstrap route, so all styles are overrides and we are not doing CSS preprocessing. Everything is mostly built, but we have about a week to finish the final theming items and bugs and accommodate any change requests (within reason) from the client. The client is on the site integrating content. The agency who designed the theme is on the site doing quality control. We are also doing quality control. The launch date is currently set as April 11. We had been working with a themer, but the quality of his work was poor and he did not understand the theme well. As a consequence the CSS is a mess. We need someone to finish up the theming. This person will ideally be responsible for 100% of the theme items. I will work on any functionality items. Our Needs: We have a ticketing system, and we have tickets for known issues, but we will also be adding tickets as we go. Whomever we hire will be added to our ticketing system and be assigned tickets for theme items. We want good communication. We are looking for someone who will ask questions if there is any confusion, but will work on other things they can while awaiting answers. We have PSD mockups for desktop size and a 500px wide mobile size. There are many issues at medium breakpoints, and at smaller breakpoints (around 320px) with no mockups for comparison. We need someone who can look at the existing mockups and extrapolate professional solutions for these issues. We can and will give guidance, but we are looking for someone who does not need micromanagement. We mostly need HTML / CSS / jQuery skills. Drupal skills are a plus, but I can take care of any Drupal needs. If any Drupal skills are needed, they would be: understanding editing Display Suite fields, editing Drupal Views, and editing content type view modes. At this point in the project it is unlikely we will need any serious functionality changes. We do need someone who understands how to create reusable styles that apply to similar elements anywhere in a Drupal theme (like page margins on all pages, or pagers on all items with pagers, etc.), so the right person will deeply understand how to theme for Drupal. Since we have a quick turnaround, we need a pro who knows Drupal theming well and is very familiar with the Bootstrap framework.
