Convert an existing website to WordPress maintaining that same layout

I have a website that is 13 pages, it is currently hand-coded in ASPX which makes it difficult to update, I need this site converting to the same design but in WordPress so that is it mobile compatible and also easy to add and change pages and text together with the menu. A specification/brief is attached, please ensure that you read and agree to this before bidding for the work as all points need to be met for the successful completion of the project. I can provide the current site files if these are required by the successful freelancer. I need the project completing within 5 days from award.
