Create a WordPress Template

I installed a WordPress theme and need to have some basic changes made to the theme, as outlined below: Project Scope: 1) Fix the sticky navigation so that it is not so sensitive. You should have to scroll down further for it to appear and you should need to scroll back up furhter for it to appear. At the moment it continues to appear very easily and gets in the way of viewing the site. 2) Make entire image that links to the blog post clickable, and not just the title, on the home page under case studies. 3) The counters on the home page reset every time you scroll up or down. So if you just move down or up a little it starts counting again from 0.. then if you move a little further it starts over again and again. 4) Add a navy colored bar behind the navigation links so that they are more easily visible. This should be the same color navy as our logo or the big blocks of color seen in our two main boxes on the website. I need this job done as soon as possible as it is just 4 points to a WordPress theme and we are waiting to launch the site.
