Create a Wordpress Template

I'm looking to create / modify a Wordpress template to create a home page that looks almost exactly like [url removed, login to view], except that I'd like the gallery below the main image to be able to auto-scroll (with a setting in wordpress admin console to enable/disable, plus a setting for speed). Mousing over an image should pause the scroll. Mousing over the left or right portions should speed up the scroll in that direction. The gallery should automatically include all media that matches a specific tag or category.
The entire site should be fully responsive. Site must be fully HTML compliant.
The site should be built on an existing and somewhat popular (well supported) Wordpress template (maybe wablizar's Enigma?) Before using a template please get my approval. I will only approve use of templates that are compliant and responsive.
If you are going to use a commercial (non-free) template, please contact me before bidding so I can make sure the price of the template is acceptable.
Other than the home page, there will be a few pages that are primarily a single column of content. There are a few pages for which an additional image gallery might be nice.
This will be built for [url removed, login to view], so you can get an idea of what kind of content they have.
