Create a Wordpress plugin to create 2 types of pages

I want to hire a wordpress expert who can create a plugin which can help users create long sales page type pages. I just want background page type and nothing else. Here are requirements and demos : 1) ability to create a separate page from two templates (you can copy CSS) 2) Ability to change background color (think light gray back color and white front color). front will remain same while back can be changed by user. One of the templates has top header which should allow changing image. 3) Plugin will not show any other data from wordpress on that page (no sidebar, header, footer etc.). NOTHING at all. Think about those long sales pages where nothing else is shown. I want user to select template, change few settings and then create a page for it. Whatever he types on the page (we are talking normal page material in wordpress) will be shown on the page. Maximum project cost is $100 (negotiable) as it is a one-man job. For an expert like 8-10 hrs. max. I will give you sample pages so you can copy CSS etc. You just need to create admin page section by yourself.
