NO AGENCY Looking to create a eCommerce Website with laravel php framework REST API mySQL

I’m looking for a web developer to create a website, using any language, the database must be accessible using REST API. Both the bootstrap website and the Mobile App Must use the REST API to make calls to the database. At some point there would be a mobile Apps made for this website for Android and IOS. They would be using the API. Requirements for the Website are Below: There are going to be Businesses 1. Each business would have its own attributes 2. Each business should abilities to get reviews from Customers 3. There can be many types of Businesses 4. Each Business Should be able to offer a Service 5. Service could have promotional pricings (Removed) 6. The Business is going to have email address to which the service orders are sent to. 7. Customer can easily get contact information of the Business from there phones 8. Each Business should be able to have up to 1000 locations (Removed) There are going to be Business Owners 1. My company should be able to get monthly fee from each business that registers with Website, per year cost 2. The Business owner should be able to manage all aspects of business, add services, edit services and adjust pricing 3. There are can be multiple people managing a single Business (removed) 4. Only my company can remove reviews of a Business or remove the business from the website 5. Service price can be $0 which would appear as "Free" to end user There is going to be user interface 1. The web interface must now must know which time zone the customer is in 2. There are going to be 20 – 40 types of services the user can select 3. Depending on service there are going to be other options ( sub-Categories) 4. One of the options is going to be Business Ratings + 4 starts and up or “We Recommend” (REMOVED) 5. There is going to be a pricing option, like (no more than $30 dollars for this service) (REMOVED) 6. Time range within which you need to do service, this day and etc … 7. Advance options (business in 20 miles radius and etc) 8. The backend of the website would be running in UTC time (front end time would be local timezone to the user) Search Results 1. The search results must show the businesses that best meet the customer criteria 2.
