Hi there, I propose to do this as a web application, which could be beneficial if more people are to use it, especially if you want the data to be shared between them. Having a web app would also allow for the app to be accessible by public, example use case could be, once you store someones data/policy info, have a link generated for that person so that they can access it online and see the status and info about their policy, etc... Database would be safe, given safe passwords are used to access it. Hope you can share more details with me, as I currently only have a very rough idea on what you need software wise.
