Build a Mobile App and Web App based School Management System

Need to develop a Mobile App and Web App based School Management System whose features and limitations are mentioned below: 1) Fee Management System for All the students including a discount feature as well. 2) Teacher's Salary Management 3) Accounts Management 4) Admission Form Print outs with Admission Management System 5) TC Management with TC Printout. 6) Student Information Management on the basis of Name, Age, Parents Info, Category, Sex and others. 7) Both Mobile and Web App should be responsive with each other means they both should react with each other at same point of time and data should be synced. 8) Donation Form Management. 9) Web and mobile app should also work without net means it should have the capability to store data in local db when there is no net availability, and data should get synced in data base once net gets available. 10) Provide support for any errors which may occur. 11) Budget - NOT MORE THAN 35 THOUSAND FOR THIS. 12) Time Limit - Before end of April approx 20 days. Note:- Please refer to my another project whose budget will be 60 to 90k once going through and placing your bids here. (But features will be more in that)
