Build me a website

*WILL NOT ANSWER PEOPLE WHO DONT READ ABOUT THE PROJECT FIRST* We are creating a company that helps private customers to save money on their insurance. So we need a website created, designed and coded from skratch. This is how we plan that the website should work: The customer can upload their insurance policy along with email and phone number. From there they can decide if they want to be contacted by phone or e-mail, and we also want to give them the option to only be contacted if the insurance company that makes the offer can become cheaper than their current deal. From there we need a feed page for the insurance companies where they can see only general information about the customer wanting an offer. The information that will be visible for the companies are "Age, location and what type of insurance". From there they can decide to buy the offer and after they have paid for this the insurance policy will be visible for them along with contact information. We need a backend dashboard system setup for 2 parties, both the customer and the insurance companies. The website needs to be in Norwegian, we can help with translate this over. We want a bunch of features, some of which are: - Ability to upload policy - Need backend system for the insurance companies where they can see a feed of offers appear and they can buy whichever ones they want, and once a company buys it it dissapears for them, but is still visable to other companies. - Need backend system for the customer where they can delete their policy, update contact info and re-upload/change policy. - We need the option for the customers to be able to check if they only want to be contacted if the offer is better or cheaper then the one they currently have. - A system that automaticly uploads and shares the insurance policy with the insurance company once they bought the offer. We are also looking for more features so you need to be flexible, but this is just to get an approximate evaluation of it.
