I have gone through your overall requirements, key objectives, budgets and measurable targets and have worked on similar projects to what you are looking for.
I have experience in both Web Development and have studied Anthropology at the University of California, Los Angeles which gives me additional domain specific knowledge of international humanitarian aid.
My proposal would be to make this application *not* on a WAMP stack and instead use a ASP.NET MVC/WebAPI 2.0 backend with a React.js frontend and then hosting the website on Microsofts Azure Cloud system. (hardening the system itself against natural disasters by decentralizing the hosting of the application itself.
I propose this because the simple site could benefit from a lot of the built in features and functionality of the ASP.NET environment and therefore increase development speed of what is a simple CRUD application.
Doing this in PHP would require some wrangling of existing PHP frameworks or completely rewriting a in-house solution to handle the requests. While most of what would need to be done is already built into MVC and would allow you to have a clean and robust codebase that won't scare off future developers should you choose to expand the site.
