Get a Website Built

We are looking to have a simple record system and random employee selected is built in. A record will have the following fields. First Name, Last Name, asset number, date selected. The Selector will then login and randomly select an employee. The selector will login enter how many random employees will be picked and then the page will be updated with the random employees selected. The selected will then be able to click on another button to randomly select again. One they are happy with the ranmly selected users. The Selecter will click on an approve button. This will update the employee records that they have been selected and enter the date of when they were selected. The idea is that the Manager can login and add and remove employees to manage the list of employees and can have a drop down button to view the people who have been selected i the last 30 days, 4 months, 7 months, or 12 months. The date will need to be stored encrypted on a MySQL database. There will need to be an admin page where users can add manager and selector logins. The logins will consist of usernames that consist of e-mail format such as user@freelancer.com and the password must be made up of policies such as must contain a A-Z a-z 0-9 and use a special character. Also, we will be looking to add aditional options to the Manager login such as exporting the list to a pdf. The project should be written in PHP + MySQL and using Bootstrap or Jquery for the frontend. It also needs to be responsive and view able on mobile devices.
