map for back office + geo tagged photo uploads from mobile

I am looking for someone to build an app that can be downloaded to a mobile phone (ios/android in particular) that allows the user (many) to post a photo to a google map implementation. I am looking for you to host the following on my webserver; An app or html 5 app that allows users to capture multiple photos geotagged with a description that if offline will be uploaded once a signal is obtained. a google map (or alternative bing etc map) that can be viewed by typing in a url from the backoffice an app that works on android and ios (html5)? that allows the user to capture a title + description + photos that are geo tagged to the users location. I need people to upload multiple photos against their current location + title + description that appear on the map that the backoffice will present on a tv screen through a browser... I also need the ability to edit/delete content from the map (uploads) the idea is to allow people out and about to be able to post a picture that appears on a map in the office... these photos will be uploaded by many people and viewed all on one google map. please quote thanks.
