PHP Script To Provide Status Of Twilio Number

The chosen developer will create a PHP script that employs the Twilio "statusCallbackEvent" to determine whether a Twilio number is in any of the following states: initiated, ringing, answered or completed. There needs to be a place in the script to specify the Twilio phone number.
This script will be hosted on an independently owned server.
The PHP script needs to do the following two things:
1. Produce one word on a page -"free" or "busy". If the number is in the state completed or none, it should return "free", otherwise it should return "busy".
2. Make a POST from PHP to two seperate URLs. It should POST to URL1 when the status changes to "busy" and URL2 when the status changes to "free". There needs to be a place in the script to specify the URLs.
It is preferred that the script provides the status for both outbound and inbound Twilio calls but a script that only works for outbound Twilio calls will be accepted. Please indicate in your bid whether you can provide the status for inbound and outbound or just outbound.
There is no need for a database. The page should display the status in real time.
The chosen developer will need to test the script with their own Twilio credentials. There should be a place in the script where I can add my own Twilio credentials.
