Port opening and redirecting to /home/mvrp directory

I have UBUNTU 12.04 LTS installed in my laptop. I wish to open a port say number 2320 and after opening the port redirect to /home/mvrp (port number and directory may be changed acc. to wish of mine i.e., I should be allowed to add in the code itself). If I want to move down the tree i.e., i want to move to /home/mvrp/Desktop, it should ask authentication in one or four of su root or login root and others (these are again my choice) and after necessary authentication, I should be allowed to go that directory. I should add su login etc in the code itself. I need necessary code written and given to me and command(s) to compile and execute and where it should be kept in UBUNTU 12.04 LTS so that it works as desired.
