Program Website using cms that I will provide in php

I am looking for additional highly skilled developers in php and great understanding in all aspects of their field of expertise. Please do not bid if you are a begginer or intermediate with skill. ONLY professionals reply. The website is designed and is in photoshop format already, and have html5 files as this is a template. The design is not exactly like template, as designed for company, and not of the template design, pictures, wording and such. I have a cms in php that I use for all my websites, and this cms must be integrated into the design for function for all changes and management. I have put a picture of the site for you to see the features needed. Menu at top, and abiltiy for dropdowns, then scrolling pictures, with the box and with out, quote button, go to contact us page, then 2 pictues and 4 pictures, these are services, and the 4 pictures will scroll, and the all services can feature 2, as they will show bigger on the left. Next is projects gallery, you will see menu/catagories at top, and must be able to scroll if there is more. You will see in template some of operation I am expecting. Why choose Us, and Who we Are, this is to be able to edit these areas, change text and pictures. Next is testimonials, as you see can scroll and need to display as you see. As priority, and picture, must be able to change the text and picture. After that the footer. One thing is a must, for all picture uploads, will need a picture sizer, so clients can adjust the photo as necessary or change the cropping. This way the client does not need other software to adjust the photos to specific sizes or need to know pixel messurements. I will go over the successful winner on TV looking at the photoshop file for all info. Upon understanding then proceed. A milestone of $100 will be created, and the rest upon my total satisfaction. There is no tolerance if the job is late or not check throughly all working function, and including for mobile/responsive operation. I usually check screenfly.
