Script in php to Block User

Create script in php to block user based on 1. IP (single or range), ISP 2. Location (Country, State, City) {Geo IP lookup api will be provided} 3. Browser Type 4. User Agent (ability to allow search engine traffic) 5. Cookie, referer Action includes (Allow, Block,Log) 1Redirect (Internal,External,503 Page) a .All the rules must be stored in db with easy option to have multiple rules per page of site, b. admin panel (w/ auth)to have functionality to add pages and add/edit rules associated with that page using simple dropdown menu c. generate easy to use tracking code in php, javascript that can be included in any script d. multiple rules take priority based on ranking of rules , if 2nd role for [login to view URL] is allow and 5th rule is deny, then allow e. should support html, php files and wordpress cms (no need for word plugin, can be done by inserting tracking code in header of page) f. mysql log for all visitors with country etc etc and with rule number g. generate stats based on the data stored in my sql Terms 1.
