Simple website - dynamic single page

I need a web page created that will display a clickable map on the left. The map is broken into 12 section. When a user clicks any section, it will highlight a different colour and a list of locations will update inside a box on the right.
The box will need to resize height depending on the number of locations.
The locations should order alphabetically automatically.
We'll supply a list of locations:
Region, City, Name
Example:
Greater London, Westminster, Odeon
Greater London, Peckham, Picturehouse
North East, Gateshead, The Gate Cinema
The box will display for each 'region' that is clicked: [location] - [venue name]
I ideally don't want any database usage for this site. So all information needs to be within an included file. Example csv is attached.
