Subscription website with whmcs integrated

I need a website designed and developed. I will need this integrated with my billing software and a custom middle software, I have the billing api to complete this integration. This is the billing software i will be using http://www.whmcs.com. One page will be the home page, another page is where the user will register and select a subscription package and choose how to pay, there will be two payments methods one will be paypal and you will have to create a custom payment module for whmcs, which will be based on a payment method called wipay, and then a confirmation page once payment was successful. The user account should be automatically added to the middleware once a successful payment has been made. The billling software already has paypal integrated, so its just a matter of configuring the middleware api with the billing software for an automatic process. The website also should be fully responsive. So its more just frontend design and payment integration with whmcs the middleware will handle all other issues.
