tweaks to a Laravel 5.2 Project

I need 2 task done. This bid should be for ONLY the first task.. but do not bid unless you can do both task. I am looking for a long term developer to work with. I will not accept bids that include copy pasted information. during your bid just say 365 at the start so i know you are actually reading what I have here. 1. very simple task : our project interacts with another database where our admins can chat as "moderated" website users with our clients on the other website. now in the chat page it pulls in the information for the 2 website users both have "chat notes" for the conversation under there information. We need to add another "notes" field under the moderated website user that will be global. meaning no mater what conversation that they are in.. you see those global notes. (screen shot attached. ) 2. the harder task. We have different user levels in our system. right now 1. super admin. 2 admin and 3. moderator. we need to add several new levels and add in security statements to limit what they can do. we need to add in a country setting so the admin can add new "countries" for example "finland" they the admin can add a new moderator and he will have the option to assign that moderator to finland. then when we add in moderated website users from the other database like in the chat above those will be assigned to a country as well. . so the moderator then can only see the chats that are from the same country they are assigned too. ok let me know if your interested in doing this work. remember this first bid is only from the first task and if you complete that well you can then have the 2nd task at additional income of course.
