Web based tool for email list handling

I need a script for administration of email lists and blacklists. The idea is to find matches between the email list content and blacklists and display these on the page in a textbox that is easy to copy. Some blacklists are in a hashed format. Script must run on a basic php+mysql unix based shared hosting. Script must be secure for data privacy. Using a password protected web page the admin can do the following things: Upload and save email lists to the database - System may have several lists with different names - Upload supports csv and txt and can find an email address field. Csv can be either , or ; separated - Uploading a list with a name that already exists in the system will replace the old list - Option to remove a list Upload and save blaclists to the database - System may have several blacklists with different names - Upload supports csv and txt and can find an email address field. Csv can be either , or ; separated - Upload a certain blacklist automatically from an API url which uses email addresses in hashed format. - Uploading a list with a name that already exists in the system will replace the old list - Option to remove a list After uploading the admin can select an email list name and click a button to start the compare process. The system will search and display all email addresses that are found in both the selected email list and ANY of the blacklists. Because some of the blacklist content is hashed the system will note this and use hashing for email lists too when comparing data. User interface does not have to be pretty but must be easy and fast to use. See example picture of what the basic functions could look like.
