Website amendments as agreed hrly rate

I have a single web page that displays Twitter profile pictures, among other things, I want the order that they're displayed in reversed.

The Twitter API limits the number of times my website can successfully draw the images from it and so I sometimes get broken images where the Twitter profile pictures should be, so I want image caching to overcome this.

I have text which displays when each of the images is hovered over, currently this pops out as like a speech bubble, but I want the image to rotate instead and for the text to be displayed in the same 150x150px space and for a small Twitter follow button to be added beneath of the images.
