WooCommerce Shipping Zones - Customer not seeing correct ship options for In State

Hello,

I setup a woocommerce store for client, and created some shipping zones for him. Local Pick Up zone is area of 20 miles radius of ZIP CODES from store zip code. In State option is available for anyone in state of Michigan. Then I also have Out of State, for anyone outside state of Michigan. I had a customer place an order and she lives in state of Michigan. She selected the state in shipping calculation of checkout, but is not shown the In State rate, only the out of state rate. Can anyone help me fix this ASAP right away!.
