Natural language processing job to find most common keywords

We are looking for expert with natural language processing experience to handle the project, summary as below -
- code in python
- can use python library or any open/commercial api
- input and output are both english
- develop a mechanism to find most popular phases/words in a batch of short paragraphs, ie. we have 1000+ batch of words, each batch contain 3-4 paragraphs, each paragraph is around 50-200 words.
- need to find most common combined keywords / phase, not just tokenised word. example. "128GB memory" should be treated as a combined keyword.
- conduct common text cleansing processes includes but not limited to lower casing, word stemming, removal of non-words.
