the best solution would be to stream the video from device to server where your python script does the calculation I have done that before

You basically need a program who can take a pre-trained model and run it on edge computing device, in this case Android. I would recommend that you first look for an Android developer instead of AI developer. you can follow these steps to get it made : 1. find and test a pre-trained face recognition/detection model that can run without you on an edge computing device(not hard, will take some time but doable) 2. install related dependencies on your Android app 3. load model architecture and weights file in your app as a runtime process 4. and call everytime you need detection. you have to be careful who you hire, not everyone who knows face detection (it's easy af) can do what you're looking for.
