Python or some other programming language that will work with rpi

Here is an example of what I need to do. In the attached photo I need to have the control unit respond to an input. The input will be normally off. The amount of time the input will be on is variable. The controller needs to run a script after the on condition ends. After the on condition the controller needs to start the script after set time period. When that condition has happened it will need to turn on relay one for preset time. Relay 2 will need to start after relay 1 but both will have to operate at the same time. Example. Input 1 is off and is turned on for 5 min. after the 5 minutes is up it will go back to off. When this happens I need to be able to adjust the time that the control unit waits until it executes the solenoids. The time period will be about 30 seconds. When this condition is met it will start output pin 1 for a 1 minute cycle(adjustable time) and 30 seconds(adjustable) after output pin 1 starts output pin 2 starts for 30 seconds(adjustable). All four inputs would do the same thing but have slightly different timing. If the input turned back on it would need to go back to idle and restart program. I think this could be done with something simple, I tried to keep it short and explain what it needs to do, let me know if you can help or have any questions! Thanks
