describe health insurance payback rules in Swiss Cantons

Swiss Government gives away 4'000 Mio CHF per year to the 25 cantons to redistribute that money to individuals with low income. Every Canton has different and sometimes very complex rules about who gets how much. We want to write a software to predict this. We need some one to do the research. The information is partly available on the internet, and needs partly to be collected by contacting the responsible persons. Once we have this information we will use it for an online service embedded into one of the bigger websites of Switzerland that will predict for anyone the amount that can be expected.
