Be reasonable with your price, there are TONS of people and companies providing this service nowadays. Some even do it for pennies per submission.
Final product should include an excel report showing where all the submissions or links are showing up on the internet. Basically I need to see proof that you have done the work.
If you promise you will submit my site to 500 directories or websites, then I want to see proof of that. Number them, 1, 2,3,4,5 so that I know you have done the number promised.
