I need you to develop some software for me. I would like this software to be developed for Windows. This software like a database where we will receive multiple packages and those packages will be distributed to engineers for review and each package will have deadline. We need that software to send reminders to engineers before the deadline and CC their supervisor if they missed the deadline. reports and status of these packages are required. each engineer will have access to his packages and admin will have full access.

I plan to use a database system. A windows service application (for reminders) and a Client application for data entry. It is not clear what a "package" is. Assuming it can be saved in a database. Relevant Skills and Experience Developer for more than 20 years. Mostly dealing with database operations including but not limited to REST, SOAP, CRUD operations.
