Automated PayPal Transaction System Integration

This will be a simple project and can be completed in about 3 hours. My website is fully designed and fully functioning and is completely through Wordpress. But, I need a transaction system for my users to buy and sell on my website. Currently, my users can post ads but there is no way to purchase products listed on the website. I am manually posting html code for PayPal buttons and the money is sent to me and not the seller. I then have to manually send a payment to the PayPal of the user that has sold a product on my website.
I would love to have a transaction system through PayPal that automatically sends the money to the seller when a purchase is made similar to eBay and Amazon. But, if I follow that system there are security issues. For example, if a buyer purchases a product, pays, and receives the product in the mail and is not happy, there is no way for the buyer to get his money back from the seller if the seller does not agree to refund the money (at least that I'm aware of). So, I'd like the buyer's payment to automatically be sent to me when someone purchases a product. When a purchase is made I'd like an automated form to be sent to the buyer via email so the buyer can confirm the item received was the same as described and are happy with their purchase. Then, once the buyer submits the form the funds from their purchase are automatically sent to the seller.
This job will require a custom php script integrating the Direct Payment API PayPal features. If there are any other ways to create a transaction system for my buyers and sellers that you know of please contact me and let me know how you'd like to do it.
