Create website from scratch

Hi im just starting up a business in the marine industry and i want to build up a site. I know about computers and internet but i have no idea which hosting which kind of programming, i have no idea how to get the site running good and it been reliable, least down time as possible. I would need someone to not only build me up a site from scratch (all content can be provided like pics and info and prices) but also to do the hosting set up part, and whatever is necesary. It would be excelent to have a panama located host so that i could contact them directly if something hapened. I need an easy fast to build and maintain site, i have all the site managing skills once its built so i need it to be very user friendly on the admin side, so once its built i could make mods myself and it also on the users side it has to be able to be used by a rich guy who has money but can barely check his email. i want a very nice appealing profesional looking site, but i want it to be within a starting business'budget, i want the site to look like [login to view URL] or [login to view URL] but i want it more sea oriented, fresher bluer colors. I need virtual catalogs, specific part number and key word searching, i want like a testimony area, to feed it with some fake ones first and allow people to submit their comments, but always have access to delete or edit anythin i want in them. A shopping cart and a paypal would be very good too, depending on the costs. And i also want a newsletter thing, so that people can put their email addy and we can send them shop news. This is a no rush project, i want it to be PERFECT before its out on the internet, however it would be very nice to have it in a 3 month period. I know you guys can do it a lot faster, but i want more time to mean less cost, we can tweek lil by lil. I dont have an exact budget, looking for the best prices possible, ill just pick a medium price dont necesarilly have to be if its somethin realy good. Thank you very much.
