How can we improve online decision-making to support communities or small towns of hundreds of people, to cities of a million people. The goal is to make it easier for online groups to make more rational decisions.
Design (not implement) an online app to allow 1000+ people to make the best possible decisions on a wide variety of topics.
* Focus most on improving the decision & voting methods (not the style).
* Draw the user-interface. (Keep it simple, not fancy, grey-scale.)
* Describe the method of operation / data-flow in drawings and/or text. (Text can go in comments.)

Since a couple people have mentioned this, I confirm that I will leave the contest open until the final deadline, not closing it early. Then it will probably take a few days to review all entries before selecting a top proposal.

Please try find methods that do not require the discussion leader to know everything, nor spend too much time moderating user inputs.

So maybe organizing the users through with a proper rating system and even a recent tab could be effective to organizing content for users. (maybe even more than upvotes or additionally?)

Here are some considerations from individual proposals, that may be useful to all proposals.
James Surowiecki in Wisdom Of Crowds, states that users need to decide independently, to reach a good decision. On the other hand, most people think that a better decision requires that users get better information than what they started with. So that's a tough balance to make.
