Budgets are kept in Excel. Provide the user the ability to perform accounting allocations. The user will select an amount or amounts and select arithmetic operators to allocate amounts to other amounts. Source amounts are usually Budget total line items and destination amounts are usually detail line items. Some allocations are typical accounting calculations such as divide evenly, weighted average, or pick only one amount. So this might just basically be a way to read specified budget lines into an array and then allow the user to pick one or more source numbers and one or more destination numbers and perform a mathematical operator such as addition or attraction by an even division, weighted average of some selected numerator and denominator. The solution could be in VBA, VB, C#, or .Net

This budget from microsoft office templates titled "Rolling business budget and forecast" is a typical format to use for this. You would have about 200 in the same format like 200 stores. You would think it would be easier todo this in Excel but the current method we use is to copy macros to every column of every worksheet and is very tedious.
