cad object creating for small object

Hi, I need a 3d drawing created for use in a 3d printer. Although just one job (hopefully no more than a couple of hours) I will need much more work doing soon with many other objects.

I am planning to get this metal object made in plastic. My 3d printer company said I need a .p something file.. .pst or something along those lines.

I have attached an image and can provide further details including measurements and exact requirements shortly.

Please note the outer larger circle has a lip on it which goes inwards so if you run your finger from the inside and upwards it catches on the metal lip which is approx 2-3mm

The base has a small hole of 4mm but could easily be 3mm. Each metal bar along the side is 7mm and each space 9cm at top and goes thinner as you go down to base.

Please advise honestly if you think this object could not be 3d printed that easily?
