Create t-shirt design from pencil sketch

Project is to create an illustration in vector art that is ready for t-shirt printing using standard printing techniques (cmyk etc). The basic idea and structure of the design is already completed and will be provided upon bid acceptance. We need an artist to translate the very rough sketch into a completed design for a shirt. I have attached two examples of the design style we are looking for.
Winning bidder must sign waiver of rights to the work before starting. Deliverable will be a finished Adobe Illustrator file .ai
