Create a seperate Mobile Website just for mobile and ipad, not desktop

Hi,
We are a publishing company that has been in business for over 20 years. Need to create mobile and ipad site with just front end programming for display purposes only (HTML CSS and JS), but separate from desktop version because we have banner ads on desktop version so responsive redesign will not be needed. Needs not to have bugs and to be thoroughly tested. No php or serious back end required (no user account or interaction, again, just for display purposes- like a blog). Needs to be up to date in style with other fashion magazines. For iphone/android, we just need our logo at the top with menu button for navigation, and then one column blog below that with slideshow at the top (Each blog post below the slideshow can be a single image is fine) that just links to their respective pages. Working on renovating/rehabbing the desktop version so I don't have time to do mobile myself. Please show one or two portfolio examples of similar modern looking mobile sites you have done. Ipad version will most likely be the same, except with a left sidebar and our 7 magazines in 1 row on top of the main column and sidebar below. A drop down menu under each magazine will be in 1 row right below the magazines and above the 2 single post blog-style columns below. Very simple.
Please give quote for both html5 template for mobile and ipad, and separate quote for custom CMS (wordpress)- if you offer that.
Will provide psd template for ipad version. All additional information will be provided upon request.
