I need to implement a protocol that sends data over Bluetooth between two Bluetooth devices. There are important requirements for the protocol:

1) the protocol must implement guaranteed data delivery without requesting PIN while establishing connection

2) the protocol must work on Android 4, 5, 6.

The payment will be made only after completing of each step (NO PREPAYMENT - you have to know what and how you gonna implement it). After completion of the first stage, I will pay 60-70% and after completing the second I will pay the rest. I will provide a sample code that sends data over Bluetooth from one device to another (only protocol part without GUI).
