Country Lookup Tool

The three main IP sources (ARIN/RIPE/APNIC/) create publically available lists of the ip ranges that have been allocated and what country they have been allocated to. We need a C program that compiles internally the ranges and country codes as listed in the document released each month from each of the IP sources. The program will be hosted as a cgi and, given an ip address must return the country code that the ip address belongs to or return "unknown" to indicate that the lookup failed. Speed is of the utmost importance. Additionally, a seperate program, the system must (this part is probably easiest using perl.. but hey.. whatever works best) each day (run from a crontab entry) check to see if there are any newer releases of the 3 documents, if there are it must download them via ftp, and re-compile the above c program in order to ensure up to date ip databases. Different views on how to handle these issues will be considered. As we have a reputation of paying on time and being extremely easy to work with, please do not bid unless you have several excellent ratings from other projects. --added-- OK, so i'm going to pretend that all of you can actually READ. The program needs to be done in "C" with a "Compiled in database". If we needed mysql, php, perl whatever we would have specifically asked for it. We'll be cancelling this bid tomorrow.. but will leave this comment up long enough that hopefully the coders that frequent this board will understand that trying to *completely change* a project is a bad idea.
