Active X Install Problem

We have an Active X that only loads for about 50% of our clients. I need somebody who is very versed in Active X for the web using HTML and ASP that can identify why we have this problem. The Active X is fully coded as is the page for the web. We simply need professional guidance. This must work on all PC's with Internet Explorer 5.0 or better. We understand that that if the security settings are set to medium it should work. However even when reset to medium it does not always load. It does not need to work on any other browser other than IE 5.0 or higher and PC's.

1) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.

## Platform

This must work on all PC's running Windows 95/98/Me/2000/XP/NT with Internet Explorer 5.0 or better.
