Adsense / Adwords software and research

I need a person who is skilled in programming to provide me with information and detailed descriptions of which software program that I should use for my project. I do not need a custom software package becuase I feel that there is already something on the market now that I can use. I will need help and assistance to set it up and configure it. But I do not know where to find it or which one to use. You will search the Internet and locate software packages that fit my requirements and evaluate the software and provide me with three options to select from and your opion why these are good to use.

My project. I want to establish a Pay Per Click online company just like Adsense / Adwords . Advertisers will come to the site and set up an account just like Adwords and bid for places to show their ads, Just like Adwords. Then those ads will be shown on publishers websites just like Adsense. The web site owner (publisher) will display the ads and when clicked will recieve a percentage of the ad revenue. In other words, I want to provide an Adsense / Adword company.

As I said at the first of this post, the person that I use for this project needs to be skilled in programming because I will rely on you very much in the future for help and support of this project. So you are not just getting paid to do a little research. After I decide which software to use, I will open another post for you to bid on that will include the install and on going support of the project.
