Classified Ad bulk lister

Looking to get a bulk lister for my classified ads on my website located at [url removed, login to view] where people can bulk list clafissifed ads. A registered username is required for my site. please take a look and let me know if you can help as i have many ideas beyond this. Payment will be made upon completion or we can work but will not pay in full till i can test it as I have had shabby projects made before

Would like for this to be a desktop application. i was looking for a desktop application which can import/export csv file or txt file for listings so it would have to save data entered into a file, would also like if it can schedule uploads that would be recurring like same ads every 7 days. it must incorporate all of the features from my site, you can examine my site at www.modlow-arvai.com, if you register and try to post a classified, you will see all of the sections that are involved.
basically a quick run down, these are the fields, this is how it is done via the internet so so steps may be skipped.
1. User must login with login/pass
2. must go to http://www.modlow-arvai.com/classified.categories.php and click submit new classified.
3. Choose main category and sub cats(can go down as far as 6 or more)
4.Enter Title
5.Enter Description(this field has options to use htlm editor as well as insert htlm code theres a checkbox for htlm editor to use it or not
6. choose currency from dropdown box
7. enter make offer range( 1.00 to 5.00) 2 boxes to enter start and end
8. upload picture or url address

21. choose listing icon(this is a paid service at .10 cents each)

24. choose duration( there are free durations and paid durations, anything over 10 days has a fee attached to it)
25. show my contact information bullet box(if you choose to show contact details, it is a paid fee

27 full address
28. phone
29. email address
30. website url

the address information is automatically entered on the website when you login, not sure how you would do that
