Application to back-up mobile phone/SIM card contacts & data(repost)

We need a solution that can back up contacts stored on a SIM card or phone. Availability of this service will be initiated by dialing a short code number and the contacts will be copied and stored in a secure server for first time use. Subsequent dialing of this short code will initiate data transfer in both directions and SIM card contacts and Server contacts will be synchronized. This service is to assist subscribers who lose their SIM cards or upgrade their phones access their contacts conveniently. We foresee the data(contacts) transfer being handled by an integrator. Network operator will issue a short code which will sit with the integrator. Subscribers will dial this number and they upload/download (synchronize) contacts. Only the dialing mobile number will be able to synchronize with the data it had earlier uploaded. If this process can also include all other data including photo's, calendar etc, the better. Send us your suggestion/proposal for consideration together with timelines as well as cost. We are open as to whether any program needs to be downloaded to the phone or not because we want the solution to cover all phones available (But this is you to advise). Is a website required for this?
