Sales Policy

I've Flight & Hotels sales system. i would like to make sales policy (Rules). to give the vendor or client (markup or Discount) according a specific criteria. for example,

1- if the product="flight" , vendor ="PA" (panamerica airlines) and Journey type="domestic" I would like the system give the client 2.5% discount of fare base.

another Example :

2- if product = "Hotel", Nationality="Spain" and trip date 01/01/2017 , the system should make increase (markup value) = 3% of fare base.

My Questions is :

what is the best way to manage sales Policy in the database & Front-end?
