Create a 1 min Video with stock footage

I am looking to find a creative, professional and talent video producer to help us in creating a 1-minute video that will be the center-piece for our marketing campaign about our medical school this week.
We are a new established university and the aim of the video is to inspire people and have them understand the value of being a doctor. You should be willing to make the video as emotional as it could be. At the end of the video, we want people to visit our website and learn more about what we do, driven by curiosity.
We have an example footage: [login to view URL] and we want it to be very similar but with different scenes reflected to the eyes (e.g. an ambulance with its siren voice, an emergency case, a patient about to die, a baby born, a patient who is happy with the good news, a patients sorrow etc.) The emotion in the eyes (e.g. excitement, tears, being happy etc) related with the scene reflected in eye. Not all eyes should have a scene reflected like in the beginning of the video we can only see different eyes. The video should have an emotional song in background which will be in good sync with the footage.
We will make a voiceover by ourselves in Turkish. So you could only prepare the video with background music and voice effects (siren, crying, monitors, baby cry etc)
I would like someone who can produce this immediately in two days. I'm looking for someone who is easily accessible, responsive, and has time to start on the project immediately. I am trying to hire someone right away, and need the work done within 2 days after someone has been selected (if more time is needed just let me know). I would also anticipate working with someone who can give updates on progress.
I have budgeted for $400 (including stock videos and music), however, I am negotiable. You will be expected to provide me with evidence of past work.
