Basic HTML Using Tables (VERY EASY)

This is a VERY easy project if you are good with basic HTML and creating tables.
I am making a small FBML Facebook tab to look like a small webpage. My idea is to make the design using HTML tables since I don't think FBML uses CSS. Unfortunately, my table skills are not as good as I thought for what I want to do.
I have a photoshop file that I sliced into 4 files (2 files are the top header/banner, and 1 large file is the background for the main content that goes below the header, and 1 file is the footer banner). These files should fit together perfectly with no spaces. The main table background should be a specific color so I can test/verify there are no spaces; the color can then be changed to match the background.
The total width is 520px wide and 900px tall. I tried to make 1 table that size, and then additional tables to fit inside the main table to make up the header, content area, and footer.
Inside the main content area should be another set of tables (4 rows with 3 155px images that are links, all evenly spaced and centered). These 12 square images will be on top of the background. Each square image will have a border.
The bottom footer should have white font text so I can enter the copyright info.
This should be a VERY easy project for a basic HTML and tables pro. Your code should be clean, using width and height tags, and allow me to easily find and change the 155 square images/links when I want to replace those with new images/links.
IMPORTANT: I will pay between $5-$30 for this; I prefer to pay $5-$10 since this is easy and fast. *THE LOWEST AND BEST BID WINS!!* Payment will be made as soon as I can test the code in Facebook to make sure it works correctly (if it doesn't work, then I will show you so you can fix the issue).
