I am interested in someone writing me a program in Delphi 2010 (MUST BE Delphi 2010!).
IT MUST BE FULLY CONFIGURABLE (nothing hardcoded).
The program should be compatible with all versions of Windows from Win ME - Win 7
Will be tested on all platforms prior to releasing payment.
No third party components should be used (only Delphi 2010 components which come installed in Release), unless they are open source components and/or libraries and you have cleared them with me first.
The program should be Multi-Language compatible (You must deliver the following language compatibilities upon delivering the project:
American (English)
Canadian (English)
Canadian (French)
British (English)
The program should be written so other country and languages can easily be added. I am not to picky on this part as to the implementation of it. However you would like to implement it, but it MUST work. (Nothing Hardcoded) It could be XML (with coin images as part of deliverable). It could be database. If its database, it must be a free open source desktop database thay embeds within the executable. NO LARGE DBMS (Such as mysql, firebird)

I am leaving this project open for 30 days of bidding. If someone has the time and wants to write the program (with a deactivation date) for me to try once to help convince me you are the person i should choose, then please feel free to do so. If i choose you, i will consider accepting your bid before the 30 days is up.
Your bid should consist of a 0% milestone up front.
If you are the winning bidder. You will deliver a working executable prior to the release of any payments from escrow. (You may add security features to allow me use of it for x number of days) . Once I tested and give the ok, I will deposit 50% of your bid in escrow, and immediately release it to you. I will then place the additional 50% of your bid in escrow. You will then deliver the full source code. Once i test and compilation/build the project and see that everything compiles fine. i will release the remaining 50% to you. All source code then becomes property of myself, with no royalties to the developer (winning bidder). You will not even be able to claim you were the developer on the project. If you do not agree with these terms, please do not bid.
