Custom category covers and moderators for single category

I have a image posting website and each category has something like this: [url removed, login to view]
Its green for all categories and I would like custom covers for different category and a button for the mods/admins to easily change it (on the website not the dashboard). Also i would like mods to only be the mods of categories they are selected to moderate. Currently If your a moderator, you a mod of the whole website. For example say there is cat. 1 and cat. 2, if i assign you to moderate cat 1., you can only moderate cat. 1 and not cat. 2.
