Boulevard 3D modeling

Hello, I am the owner of a restaurant on a boulevard. Currently the boulevard is quite underused and very few people walk along it. I am attaching some pictures. I am planning to make my own proposal to the city council. I would like to recommend them carrying out some changes in the boulevard architecture.
There are some other bars, cafes and restaurants at the basement of the buildings on both sides of the boulevard. I plan to propose creating an assotiation in order to group all these businesses to join forces. The idea is that every business can have its own space on the boulevard so that it can have tables and chairs for the customers. When many people comes to have a drink, it will mean success and gains for everybody.
I would like to model the boulevard in perspective. One only picture will suffice. I will provide an "aerial" picture that I will be taking in the next days from an apartment on the 13th floor. The goal of this job is to create a similar view, but adding the following features:
- wider pedestrian path
- bicycle lane (besides the pedestrian path)
- cement platform (square shape) for 10 restaurants in the center of the boulevard
- small lake for remote control boats
- pedal car rental for children
I will do my best to provide a hand-made sketch of all these elements. Specifically, the small lake would be build by filling with water the depressed square that you can see in the [login to view URL] and [login to view URL] pictures. I seems easy to fill using very little water, as it has very little dimensions. Many parents with their children could play with their remote control boats or even some company could offer remote control boat rental. Another company would offer the pedal car rental for children, so that they can pedal securely along the boulevard.
